Her name is Phoebe (Pronunciation: Fi- Bi) Neptune
Her nickname is 'Bee' since her name is kind of mispronounced a LOT.
This is not her permanent design, It's more on like a draft to give you an idea,
She is secretly gay but she won't accept it,

She can control time and can see through the future (she can't see her future though, only others by just looking at them.) (She can't control them sometimes so her eyes would randomly flash white and show blurred images.)
Her eyes flashes white and shows blurred images of what she is seeing in the future, (along with jumbled words coming from her mouth.) (I changed what it says here than what it says there in the drawing, 'cause my grammar there is sh-t.)
Her eyes would also unnaturally bleed after future sighting (one of the bad effects)
Her color scheme is similar to the galaxy
Her freckles symbolizes the stars
Her Tanktop says: To the moon and back.
She have a cloak -to avoid getting caught while controlling time.)
Her blood is pitch black. (like her soul) (nah just joking)

Relationship with Effie and Lilac: She's friends with Effie but not so much with Lilac since they don't talk that much.
She likes Effie but she won't admit it, (She have seriously no chance with Effie tbh, Effie closed her heart after that *cough* incident with *cough* Lilac *cough cough* *wheeze* but Effie have no problem with Lilac's relationship with Hazel and doesn't give any f-cks about it.) (Like: Meh whatever *shrug* Imma marry my fire instead) (<< Don't take that one seriously please.)

Personalities:
Extrovert, haves slightly dark humor (no wonder she get alongs just fine with Effie), have that slightly evil within her, cool, give no f-cks, she's pretty nice, smart, knows some stuffs (since she sees through the future)

She only uses her power for good not evil.
But she sometimes gets that urge to use it for evil.
